一、开发中的新进展和主要成效      西部大开发战略是2000年初开始启动的,但实际上是在“九五”时期的1998年,我国经济应对普遍性供大于求为特征的通货紧缩趋势下,中国开始实施“积极的财政政策”,政府以大规模的基础设施为核心,拉动经济增长。按照西部大开发的基本战略设想,“十五”初期,西部的投入重点仍是完善基础设施,以农村农电水利、生态环境综合治理建设为核心。在城市以交通枢纽,周边高等级公路以及通信设施建设为核心。现在西部的基础设施条件已经有了清晰可见的变化。   目前“西气东输”、“西电东送”、“青藏铁路”和光缆通讯等信息化的建设以及水利资源大规模的开发,铁路、机场、高等级公路建设和一系列环保项目的上马已经进入大规模投入高潮,政策的效用开始显现,投资逐年增长,比东中部地区分别高出6和3个百分点。   城市化发展的“集聚效应”明显加快。在我国实施的城市化进程中,西部地区普遍出现了以新城区建设和城市改造中心外移为特征的城市规模扩张建设,城市化发展趋势具有明显的资源集聚特点,不仅基础设施投入呈现出向城市集中,而且新兴产业也向城市集中。   西部产业结构正处于转换而变动阶段,优势产业正在成长,各省区都具有不同的特点。从目前实际发展态势来看,有两个明显的特点;一是具有独特的资源优势产业,外部竞争少,市场前景广,且市场需求具有持续性。如有特色的绿色畜牧农产品、稀有的矿产品及天然气水电、特殊自然地貌、民族风情的旅游业。这些资源的规模前景区外是无法竞争的。二是具有区域性垄断市场资源产业,由于地域辽阔特点,为其满足特定市场需求的一些产业提供了存在和发展的空间。如西部的钢铁、水泥、建材等产业,由于运距使外部竞争者很难参与到某一区内竞争中来。同时区域内的城市化基础设施建设产生的大规模需求为这种就地生产就地销售提供了长期的发展基础和本地性的区域垄断优势。这些都将成为西部经济的重要增长极。      二、开发中存在的问题      西部发展不平衡。   首先是自然禀赋和发展历史阶段的投资不平衡。在自然禀赋不平衡中,西南各省区域水资源极其丰富而土地资源利用少。西北各省区一些地方的经济发展最大的障碍就是水资源严重匮乏。二是体制资源配置不平衡。如西部广大农村在长期的发展过程中与城市经济、工业发展相脱离,地区城乡之间差距很大。三是历史投资发展的基础不平衡。如内蒙的钢铁、炼铝、军工、陕西的棉纺、甘肃的石化、军工、有色金属、棉毛纺、都是“一五”和“二五”计划时期发展起来的。陕西、四川、贵州等省的电子、航空、汽车制造、家电都是“三线建设”时期而投资的。而青海、宁夏、云南、广西等地在那时几乎没有过战略性的投资。虽然这些工业的生产能力在过去的一些年内经过多次扩张改造,但根本的技术工艺未脱离国际上20世纪80年代的水平,按照固定资产折旧寿命,企业经济寿命已经完结。因此还存在着技术改造、产品更新的更大的投资问题和面对国内外市场激烈竞争中的可持续发展问题。   人才培养的基础性工作和人才资源利用问题。   人才是经济发展的主要要素,而西部地区由于地域辽阔,人口居住分散,民族众多,教育机会不平等。成人文盲率高,成人文盲率与人均GDP水平呈负相关系,特别是广大贫困山区,人的科技知识文化素质太低,是贫困地区难以发展的主要影响因素。近年来由于地、县、乡财政分灶吃饭,贫困地区义务教育经费严重不足;在机构改革中,由于没有财政转移支付,许多基础教育中的中小学缩减,许多偏远居住人口的孩子不能得到完全义务教育,这将是影响西部农村未来发展的主要障碍因素。同时在西部许多老工业基地中,由于效益差、条件差、加之各级政府部门对落实人才的实质性问题重视不够,留不住已有的人才,更谈不上吸引外部高素质的人才。因此工业中的技术改造与创新还存着许多的问题。   以人为本的社会全面发展问题。   社会发展是指人类在生产能力增长的基础上,基本消除贫困实现充分就业,享受更好的卫生保健、更高的教育水平,更健康的精神生活,更好的工作环境。一切经济发展都是为了改善人类的生活条件,提高人类的生活质量。而西部地区发展和贫困问题,人均差距较大。目前尚存在的农村贫困人口多集中在自然条件恶劣,基础设施落后的西部偏远地区及少数民族地区。同时在经济欠发达的区域中的教育、医疗卫生、就业和生态环境及人均居住条件、饮水问题的生存条件比较困难。      三、对未来发展中要解决和研究的问题      西部的发展关系到国家的根本利益和发展战略目标的全局性和长期性的问题,是实现全国各族人民共同进步,共同发展、共同繁荣的需要。因此在开发中要和国家的总体发展目标紧密结合起来。在开发中不但要分阶段进行,更要注重研究在发展过程中的突出问题以及未来的战略问题。   各省区要认真研究自身的特点,发挥优势,消减劣势。   西部的自然资源优势是不平衡的,只有合理配置资源,提高资源的配置效率,才能促进地区经济协调发展。西部现处在工业化的初始阶段,工业化率低于全国平均水平的6个百分点。而工业产值仅占全国的1/10。西部地区的主要工业大多数都是围绕其自然资源优势逐步发展起来的,这种资源导向性的产业,在工业初期阶段具有一定的合理性,可为经济发展做出贡献。但随着工业化的不断推进,特别是知识经济已现端倪的现代经济时代,自然资源和一般劳动力资源相对下降,其局限性也越来越明显,而技术、管理、信息、专利、品牌、网络环境等后天获得性资源和创新人才的作用渐显其重要性。因此西部地区在工业发展中应培养和创造企业竞争优势,要改变过去那种对当地资源高度依赖的状况,从资源导向型逐步转变为市场导向型战略,注重人才培育和引进。在企业投资中,加强技术开发,强化管理,增强企业的竞争力。   加快西部人才战略的研究与开发。   在西部地区劳动力素质偏低,科技创新能力不高,已成为影响经济发展和社会竞争力的重要瓶颈。在西部开发中要重新审视和谋划教育培训的发展与人力资源的开发,把潜在优势变为巨大的现实优势。从世界经济发展的先例来看,在世界发展史上曾经先后三次出现后进国家追赶先行国家发展的成功范例。如美国赶超英国,日本赶超美国,韩国追赶西欧国家,这些国家的发展不仅是人均GDP的高速增长,更主要的是人力资源的加速积累。因此西部大开发必须确立人力资源是经济社会发展的第一资源,并把人才的培养目标从满足传统工业化需求向满足新型工业化和全面建设小康社会需求转变。实行教育和人力资源开发从学历本位向能力本位转变,提高他们的生产能力、就业能力、创业能力。在人才战略的实施中西部地区的各级政府应加快多层次培训和建立促进优秀人才到西部基层和艰苦地方工作的政策机制。要尊重知识,鼓励创新,实行公平竞争,完善激励制度,使优秀人才脱颖而出和创造应用人才的良好环境。   要坚持以人为本,树立全面协调的可持续发展观。   贫困是许多社会问题产生的重要根源,而没有就业机会或就业不充分又是贫困的主要根源。加快经济发展,创造更多的就业机会,才能促进人的全面发展。而西部地区,广大贫困山区和少数民族地区还存在着脱贫问题。而过去在“一五”、“二五”、和“三线”期建设的企业以及城镇居民贫困问题仍比较突出。因此政府要尽快改善欠发达地区生产和生活条件,提高欠发达地区自我发展能力,国家要采取财政转移支付手段,加强贫困地区基础设施和公用事业,环境保护等建设。积极实施以工代赈,增加农民收入扩大农村就业、改善其生产和生活条件,提高其自身发展能力。政府要改善落后地区软硬投资环境,为落后地区创造更多的发展机会,创造有利条件,缓解地区差距扩大的趋势,逐步缩小地区居民生活福利差距,特别是民族地区和贫困地区生活福利与发达地区的差距。   要充分发挥市场机制的作用。   西部大开发是政府的政策行为,而发展的手段要遵循市场化原则。要按照十六届三中全会关于完善社会主义市场经济体制若干问题的决定,加速政府职能的转变。政府在市场经济中的主要职责是解决市场失灵问题和促进社会公平。政府的任务应做好开发中的制度环境改造,建立好法律基础,投资于基本的社会服务和基础设施,保护承受力差的阶层,保护自然环境。并制定好西部中长期及短期开发战略规划和优惠政策,处理好发展中出现的突出问题。培育市场投资主体,建立区域性产权交易市场,规范维护市场秩序,建立和培养地方政府、企业及公民信用意识。建立维护地方形象与知名度吸引资本与人才。
